Robert B. Hutchings

"Courage Undercover"

A Transformed Life

Born in Boston, Massachusetts, on December 7, 1943, Robert B. Hutchings brought a wealth of experience to Utah law enforcement. Before moving to the Beehive State, he served as a Deputy Sheriff in Sacramento County, California. He joined the Utah Department of Public Safety on January 2, 1974, bringing his expertise to the Narcotics and Liquor Enforcement Division.

Robert was known as a dedicated professional who undertook some of the most dangerous work in policing: undercover narcotics operations. He was a devoted husband to his wife, Janet, and a father to a large, growing family. At the time of his passing, he had served with the department for two years.

End of Watch: July 20, 1976

On the evening of July 20, 1976, Agent Hutchings was assisting the West Jordan Police Department with a narcotics investigation. Following a successful undercover purchase of cocaine at a residence near 1700 South in Salt Lake City, agents obtained a warrant to secure the home and arrest the suspect.

Agent Hutchings and West Jordan Chief Lance Foster were the first to breach the door. As they entered, the suspect immediately opened fire with a 12-gauge shotgun, striking Agent Hutchings in the neck and chest. Despite his mortal wounds, Agent Hutchings displayed incredible fortitude, returning four rounds of fire with his .380 service pistol.

Chief Foster also returned fire, and the suspect was killed during the exchange. Agent Hutchings was rushed to Holy Cross Hospital but had already succumbed to his injuries. His actions that night undoubtedly protected the other officers on the team.

The Standard of Excellence

Agent Robert B. Hutchings gave his life in the line of duty while enforcing the law and protecting his community. His courage, professionalism, and commitment to public safety remain a lasting example for all who follow in his footsteps, and his memory continues to be honored with respect and gratitude.

A bronze plaque bearing his name is sponsored by the Utah Highway Patrol Association, serving as a permanent reminder of his bravery.

A Family's Strength

The tragedy of Agent Hutchings' death was magnified by the young family he left behind. He was survived by his wife, Janet, who was pregnant with their seventh child at the time of the shooting. Together, they were raising six children.

Janet, who passed away in 2023, raised their children with remarkable strength and faith, honoring Robert's memory by keeping their family close. Agent Hutchings is buried in the Orem City Cemetery.
